ZAGREB, June 20 (Xinhua) -- Chinese President Hu Jintao's just concluded three-nation tour is "very successful" in enhancing friendship, boosting cooperation and promoting common development with relevant countries, Foreign Minister Yang Jiechi said Saturday.

During the tour from June 14 to June 20, President Hu attended the ninth annual summit of the Shanghai Cooperation Organization (SCO) and the first BRIC (Brazil, Russia, India and China) summit in Yekaterinburg, Russia, and paid state visits to Russia, Slovakia and Croatia.

Hu's tour took place amid the complicated and changing international situation, while the global financial crisis continues to spread, regional security faces new challenges, and various countries share stronger will to deepen cooperation and promote development, Yang said.

The tour was a significant diplomatic move taken by China to develop relations with neighboring countries, major developing countries as well as Central and Eastern European countries, said Yang.

He said the tour has made successful achievements in four major areas.

INTENSIFY COOPERATION AMONG SCO MEMBERS

The SCO summit in Yekaterinburg was very important, said Yang. Leaders of the six member states and four observer states all participated in the summit, which manifested the organization's strong will to intensify cooperation and jointly confront the global financial crisis, he said.

As an important member of the bloc, China participated in the summit in an active manner and played a unique role in it, Yang said.

In his important speech at the summit, Hu thoroughly analyzed new situations and challenges facing the SCO, pointing out that amid the global financial crisis, stepping up pragmatic cooperation and developing national strength are crucial guarantees for the member states to confront the crisis and prevent risks.

Hu urged the member states to consolidate confidence and support each other to jointly ride over the difficulties.

In his speech, Hu raised a five-point proposal of strengthening political mutual trust, deepening economic cooperation, intensifying security cooperation, expanding humanistic exchanges and keeping opening up to the rest of the world. The proposal served to point out the direction of the SCO's future development.

A series of important documents were signed and issued at the summit, including the Yekaterinburg Declaration and a joint communique. The leaders agreed to be committed to the Shanghai Spirit, comprehensively deepen cooperation in various fields and safeguard common interests of the member states and the region's safety and stability based on the principles and rules of the Treaty on Long-term Good-neighborly Relations.

Discussions on how to confront the global financial crisis was the key topic highlighted at the summit, said Yang.

In this regard, President Hu expounded key measures taken by the Chinese government to tackle the global financial crisis. Further more, he announced concrete steps to be taken by China to this end, such as providing a 10-billion-U.S. dollar loan for multilateral and bilateral economic and technological cooperation projects within the framework of the SCO, as well as sending trade and investment promotion delegations to other member states.

Security cooperation was the common concern of the SCO member states and a key cooperation field of the organization, Yang said.

A series of relevant documents were signed or approved by President Hu and other leaders, including the Counter-Terrorism Convention, the SCO Regulations on Political Diplomatic Measures and Mechanisms of Response to Events Jeopardizing Regional Peace, Security and Stability, as well as the Agreement Among the Governments of the SCO Member States on Cooperation in the Field of Ensuring International Information Security.

These documents served to improve the comprehensive security cooperation system of the SCO, and showed to the international community the SCO member states' determination and confidence to jointly combat the three evil forces of terrorism, separatism and extremism, as well as cross-border crimes, Yang said.

At the summit, President Hu also exchanged views with other leaders on the situation in Central Asia and Afghanistan, and discussed measures to solve global and regional issues.

On the sidelines of the summit, Hu met with Kyrgyz President Kurmanbek Bakiev, Tajik President Emomali Rakhmon, Uzbek President Islam Karimov, Indian Prime Minister Manmohan Singh, Iranian President Mahmoud Ahmadinejad and Pakistani President Asif Ali Zardari.

Hu reached important consensus with the leaders on developing bilateral ties and deepening mutually beneficial cooperation, which improved China's good-neighborly mutual trust and pragmatic cooperation with these countries.

STRENGTHEN DIALOGUE, COOPERATION & COORDINATION WITH EMERGING-MARKET COUNTRIES

Yang said the meeting of the leaders of the BRIC nations -- Brazil, Russia, India and China -- was of historic significance since it was their first official summit.

The BRIC leaders exchanged in-depth views on major economic and development issues and ways to tackle the ongoing global financial crisis. They also laid out a blueprint for BRICs' future dialogue, cooperation and coordination.

President Hu systematically expounded China's view and stance on the BRIC cooperation amid the current financial crisis, saying the BRIC nations were facing new development opportunities as well as unprecedented challenges.

Hu urged the countries to seize historical opportunities and strengthen cooperation and solidarity in a bid to safeguard the overall interests of developing nations.

While calling for closer cooperation among BRIC countries, Hu presented a four-point proposal, urging them to strengthen political mutual trust, deepen economic cooperation, promote cultural exchanges and encourage sharing each other's useful experiences.

The BRIC leaders said the four countries have a great potential for dialogues and cooperation, which should be further strengthened and deepened in an effort to safeguard common interests of emerging-market countries and developing nations.

The BRIC members and countries around the world are now facing a major task of actively tackling the economic crisis and promoting the recovery of the world economic growth, Hu said.

To this end, the BRIC nations should strengthen coordination and effectively implement the results of the G20 Summit, he added.

The Chinese president said he hoped the four countries could commit themselves to bringing about an early recovery of the world economy, pushing forward the reform of the international financial system, implementing the UN Millennium Development Goals (MDGs), and ensuring the security of food, energy resource, and public health.

Hu introduce China's anti-crisis measures and preliminary achievements gained in tackling the economic downturn and maintaining a steady and relatively rapid economic growth. He also expounded the initiatives China has adopted in a bid to actively participate in international cooperation, calling on the BRIC countries to take the lead in achieving a recovery from the crisis and promote the world economic recovery.

President Hu and other BRIC leaders exchanged views on some major global affairs and issued the Joint Statement of the BRIC Countries' Leaders in Yekaterinburg and a statement on food security.

The statements set forth the consensus that the BRIC countries have reached on global financial crisis, energy security, food security and climate change, and therefore boosted the influence of the emerging economies and developing nations in international affairs.

ENHANCE CHINA-RUSSIA STRATEGIC COOPERATION, MUTUAL TRUST Noting that this year marks the 60th anniversary of the establishment of diplomatic ties between China and Russia, Yang said the China-Russia strategic partnership of cooperation is at a new historic starting point and facing a vital opportunity for development.

President Hu has held fruitful talks with his Russian counterpart Dmitry Medvedev, Yang said.

The two leaders reviewed the extraordinary course of development of the bilateral ties during the past 60 years and mapped out a blueprint for their future development.

Noting that developing mutual trust, stressing the overall situation and adopting a long-term approach are basic principles for the development of the bilateral relations, the Chinese president suggested the two sides seize the opportunity, join hands and deepen the good-neighborly relations and strategic cooperation, according to Yang.

The deepening international financial crisis has highlighted the importance and urgency for the two sides to strengthen pragmatic cooperation and strive for common development, Yang said.

Cooperation in economy, trade, energy and the humanistic sector should be enhanced and strategic cooperation on international affairs be reinforced, he added.

Under the new circumstances, China and Russia reached consensus on furthering bilateral relations as well as cooperation in major fields.

The two leaders issued a joint statement after their meeting. The two sides also signed a host of cooperative documents on energy, investment and culture.

The celebration to commemorate the 60th anniversary of the establishment of diplomatic relations is an important part of Hu's visit to Russia.

On this occasion, the Chinese president delivered a key-note speech and summarized the development of the Sino-Russian ties from such perspectives as political relations, pragmatic cooperation, friendship between the two peoples, and international cooperation.

Hu said the 60 years of the development of the bilateral ties have revealed that both sides should maintain mutual trust, derstanding, respect and support as well as maintain equality and mutual benefit, and treat each other with sincerity.

The two countries should also seek common ground while shelving differences and conduct friendly consultation, Hu added.

Hu said both sides should demonstrate sincerity and mutual trust, strive for a mutually beneficial win-win situation, develop friendship for generations to come, and conduct close cooperation, in a bid to jointly create a beautiful future for the Sino-Russian ties.

Medvedev said in his speech that the development of the Russia-China relations has set a good example for the development of bilateral ties. The Russian side is willing to deepen its relations with China in various fields.

During the visit, Hu also met with Russian Prime Minister Vladimir Putin and Chairman of the Russian State Duma Boris Gryzlov. The leaders exchanged in-depth views on major international and regional issues of common concern and reached important consensus.

PROMOTE FRIENDLY COOPERATION WITH CENTRAL AND EASTERN EUROPEAN COUNTRIES

President Hu's official visits to Slovakia and Croatia have underlined the importance that China has attached to developing its relations with Central and Eastern European countries, and the concept that all countries, big or small, should be equal, said Yang.

China has enjoyed a high level of political mutual trust, good economic cooperation and traditional friendship with Slovakia and Croatia, which helps to further deepen the friendly cooperation between the two sides, Yang added.

During the visit to Slovakia, President Hu met with Slovak President Ivan Gasparovic, Prime Minister Robert Fico and Parliament Speaker Pavol Paska.

The leaders agreed to take advantage of the 60th anniversary of the diplomatic ties to consolidate their traditional friendship, enrich their cooperation, and push forward the friendly ties in a sustainable, stable and healthy way, the Chinese foreign minister said.

Enterprises from both countries have also signed many cooperation agreements, Yang said.

During his visit to Croatia, President Hu has met with Croatian President Stjepan Mesic, Prime Minister Ivo Sanader and Parliament Speaker Luka Bebic.

At the meeting with President Mesic, Hu expressed willingness to increase mutual trust, deepen cooperation, cement friendship, and promote the comprehensive partnership of cooperative with Croatia.

Both sides have also reached agreements on cooperation in trade, commerce, civil aviation and public health.

President Hu also exchanged views with the leaders of the two Central and Eastern European countries on other important issues, such as the international financial crisis, and the situation in Central and Eastern Europe, said Yang.
